We are writing to inform you about four research papers/reports published by the ESCR Programme which are now uploaded on the Reports and Statements page of the website, under the heading Reports 2013. You could access them through the following link:

·        Gilded Cage in an Ocean Paradise: Sri Lankan Labour Migration to the Maldives is the latest research report on migration process to the Maldives. It focuses on the Sri Lankan migrant workers specifically working in the island resorts. The reports entails the functions and responsibilities of the government stakeholders involved in the migration process in the Maldives, legal framework in the Maldives and Sri Lanka relevant to the migrant workers as well as recommendations to the stakeholders with regard to the identified drawbacks and gaps, to conduct a smooth migration process beneficial to the migrant workers, country of origin and the destination country.

 

·        Reconciling rights, Responsibilities and Disjunctures: An Assessment of Sri Lanka's Post-War Development Drive critically examines post-war development process based on the national and international human rights standards including the United Nations' Declaration to Right to Development and the Involuntary Resettlement Policy. Three development scenarios in contemporary Sri Lanka – Mega Development Projects in Hambantota, Kalpitiya Integrated Tourism Development Project and the Special Economic Zone in Sampur are analysed in terms of the duties of the state actors and the rights of the affected people. Policy Recommendations relevant to the state, private sector and international stake holders on respecting human rights in the development process is also included.

 

·        The National Human Rights Commission of Sri Lanka: 'Marionette of the State' entails an assessment of the performance of the National Human Rights Commission of Sri Lanka in the year 2012. This is the fourth consecutive year that the ESCR Programme is producing this report which is included in the 2013 ANNI Report on the Performance and the Establishment of National Human Rights Institution in Asia published by the Asian Forum for Human Rights and Development – Forum Asia.

 

·        Growth with Inequality: The Political Economy of Neo liberalism in Sri Lanka is the country paper for the South Asia Alliance for  Poverty Eradication (SAAPE) Crises, Vulnerability and Poverty in South Asia 2013 Report, on line at www.saape.org

 

Apart from the above new reports we have uploaded the Sinhala translation of the report 'In Whose Interest?': The Mega Development Projects of Hambantota  on the same web page under the heading  Reports 2012. The title is හම්බන්තොට මෙගා සංවර්ධන ව්යපෘති: කවුරුන් සඳහාද ?
