Yes !! A Nation can benefit from Qaddafi as long as there is a new Qaddafi every 4-6 years with fresh ideas, and does not outlast the invitation. We would not have tolerated Quaid-e-Azam for more than 4 yrs. It is fresh ideas which take nation to next level and yes need a need a strong personality to implement them.
